it should support both but OGL still runs slower than D3D when selecting more than 2 characters in Project M

Probably because he posted a single 4500 line commit, that changes everything. It's not worth the effort to sort through the mess. I'm sure there's some good changes hidden in there, but no one will ever know.
I would like to see D3D Version Dolphin 4.0-607-x64 or Dolphin 4.0-615-x64 as these revisions are the fastest on my older PC (in the game Burnout).
I think that the optimized builds will give an additional performance boost. Cool
Have you tried Tino's builds? There's a lot of changes he made that might work good for your system. This is a bit old now and some of gal0pin's changes weren't proper and better implementation's was found.

Depending on your specs and OS latest dev builds with OpenGL may be as fast, faster and with less issues.
