See if you have every hack disabled, enable Dual Core & Idle Skipping, try frame skipping and changing watchdog settings. These are possible solutions
wonder if it's just me but the emulator is getting worse, melee now only runs for 30fps for me, used to be full 50 fps, what gives?
my system: E8400 at 3ghz, and a 4850 512mb, catalyst 9.6

because i play other games? which is better with newer catalyst
i tried 9.8 and it has some speed up on melee but not exactly full fps
Well, some games got worse in latest revisions, maybe you should try frameskipping

how do you frameskip? and what is it for? sorry mi ignorance :/
OMFG! Wave Race Blue Storm finnally works! woooooooot been waiting ages for this. Brawl is buttery running at 50fps all the time. I'll report back tomorrow after playing more games.
i dont know how you guys are having so many problems.
maybe your computer specs are really low.
i barely have any problems dolphin.
try different builds with different settings.
nice release BTW.
great work!

Its primarily under the emulation tab, when you start up dolphin.
