Windows 7 or 8.1 (Not free unless you have dreamspark) or Linux (many distros are fine, but none will work with DirectX, so you'll be restricted to very few PC games)

If you're willing to build yourself, and if you find a good supplier, the cost can change by a good few hundred dollars, so shop around.

Just saying, with those parts, a computer like that would only be $730 at Canadian prices if you removed the operating system. Add the operating system, and you can still save a lot of money at the US pricing, and not get a garbage machine with a dangerous power supply. But, yes, that computer would perform well for dolphin. But, the thing is, the games you wish to play run at full speed on my piece of crap that one could reproduce for $400.
