i5 4670k @ stock turbo
gtx 660ti oc

Pretty much, every game I've tried:

Brawl
Melee
Wind Waker
Kirby
Double Dash

Is missing that little something to keep it from staying at 60FPS all the time, otherwise it dips to about 55 every now and then, is there something I'm doing wrong? As far as I could tell, this CPU is supposed to be one of the best for Dolphin.

It is, but it depends on your settings. Post them as screenshots, and make sure your beast isn´t throttling due to overheat.

That cpu should have absolutely no problem with at least the first 3 game you've listed. I've heard some people say to turn off hyperthreading, but again make sure it isn't throttling.

Hyper-threading is for i7 only, so it´s definitely not that.
