I believe Timesplitters 3 is CPU-Limited although i am only seeing 1-2 FPS improvements

Everyone has a different specs, so there is no cpu limit for any game.

Any game that is slower than fullspeed because of the CPU is CPU limited. Basically, it means that the weakest thing in the chain is the CPU, and nothing else is slowing it down. Since Dolphin is so CPU reliant, if Dolphin is not going fullspeed it is almost ALWAYS a CPU limitation.

SonicAdvance said that it was CPU-emulation bottlenecks he wanted testing for, not just any old host CPU bottleneck, so that excludes when it's the GPU or DSP threads on the CPU causing the slowdown.

ADD: It might be realted to being playin on battery mode, but there (Mario Kart DD) are some small-and-fast "hangs" when in any kind of transition.
Those little hangs are probably the shader cache doing its thing the first time around. Most of these hangs should be gone when you play that game (or at least that part of the game) for a second time.

Awesome. On a stock 4770K and GTX 660, this brings the starting point in the observatory in Mario Galaxy (without moving Mario) from about 90% speed to 100+% speed at 1x resolution, and from 70% to 80% speed at 2560x1440. Great work.
