Well, I was likely a user here before this rule was implemented (or I never tried posting in that section) but the way I understand it is that you can neither post nor create threads in that section when your post count is below 10. He also said in his post that he, for some reason could not post in there, which led him to ask in this thread. That post in return leads me to understanding the rule post not being limited to just creating threads.
Ignore this post. It was my misunderstanding as I've seen him post in that section now.
