It seems obvious that the 4340 will outperform the 4130 in Dolphin, but is it worth the extra $40? $40 seems like a bit too much for 0.2 GHz, but I haven't tested either CPU in Dolphin, so I can't be sure.

The specs of my build will look something like this:

CPU: Intel core i3 4130/4340
Mobo: MSI H81M-P33
Memory: Corsair Vengeance 1x4GB DDR3 1600
GPU: EVGA Geforce GTX 750 1GB

The games I'd like to play are SSBM and SSBPM on netplay using 4.0-652, to enable dual core on netplay. I'd like to play at 480p+ @ 60 fps, and it would be nice to be able to record gameplay.
Not only 200MHz but also a faster integrated GPU (Intel HD 4600 vs Intel HD 4400) . But since you will use dedicated graphic card , it should not matter anyway
Use that extra money for dual channel memory/Ram ( 2x4GB for example)

Will the extra 200 Mhz bring any significant improvement while playing these games? Also, will I be able to record gameplay without making the game slow down too much?
First question: not really.

Second question: depends on the game and the software used for recording. (EDIT: even though those games are lightweight, multiplayer is sort of demanding so you may struggle).
i3 4130 will perform fine on both of those games with 4 people online.
