Did your frame rate dip before you reformatted your harddrive?
No, they were actually pretty good. I played and was able to beat both zeldas, Pikmin, smash bros with the top resolution and a few of the other things boosted up a little. Didnt play the metroids at the time or xendoblade, however, im sure they would have ran decently.
Try setting your framelimiter under config to 30.
No its worse, its around 15 fps now, and audio doesnt work for more than 10 seconds before getting muted.
Sounds like there's something wrong with the OS. If you're using the same builds and setting as before and after, that's the most likely culprit.

Check for any driver updates for anything (Intel Driver Update online, AMD drivers, optional Windows updates).

Also if you just copied the files from your old Windows to an external drive and then back onto the new Windows, try clearing the cache for Dolphin.
Had everything already updated, except for java, deleted cache as well, things seem better. Only getting 30 fps, but its playable. Scared to mess with any of the settings now though, what do you think?
Are you running in high performance mode under Power Management for Windows, and have Dolphin in a high performance profile under Catalyst Control Center?

Enable render to main window if you haven't already
Dont really know how to use Catalyst control for a single application, but i changed the standard 3D settings from balanced to Performance.
