Here's a build that I've been saving up for. Its built with Dolphin in mind, and with a motherboard that will allow for future upgrades to an overclockable CPU if you need more CPU power in the future.

Ripping Wii/GC games, booting boot discs for any version of windows before 8, playing old PC games, having a reason to buy physical copies of PC games other than collectibility, among other things.
Ripping only works with rare drives, not that one.
Well, all of my other reasons. But, why would you load a physical copy of a PC game on a Dolphin computer? That's like playing flash games on your work computer. Maybe ignore that reason.
Its to be used by my family, and they have a lot of stuff saved to discs.
If you're on a budget then it's best to save up the money and go for a "real" upgrade. If you build a low-end PC, you will get a low-end performance result and vice-versa. If you cheap out on yourself then it will only hurt your fps speed/performance.

1. CPU wise, an Intel 4670 or 4770 series will do you fine. If you plan to overclock then get the K model i.e, 4670K.
2. GPU wise, get a GTX 760 because that thing is basically faster than my GTX 580 3GB but cost about 3 times less than what I initially paid for my GTX 580.
3. Ram speed would be the last thing you need to be concern about but best to have a minimal of 4GB of RAM.
4. Power supply--A 600 watts with 80+ rating is recommended.
5. Motherboard--depends on what you want to do with your hardware. If you're going to overclock then you will need a OC'ing motherboard. If you're running at stock then any compatible motherboard would do.
6. CPU cooler/heat sink. If running stock, the stock intel cpu heat sink will do if you want to save money. You can youtube for a decent performing CPU heat sink.
No offence but i5 4670 isn't worth getting at all and i7 4770 is overpriced crap , you can get a Xeon 1230v3 which is so much cheaper...
That Xeon cpu lack the ability to do quick sync when it come to videos. That's why it's cheaper. It has its pros and cons. Currently, there's a deal going on for $200 for a non-K model of 4700 Wink Check out Fry's. This would make the Xeno look like crap :p
