Looks like it's called PS4 EMX. It's a PS4 emulator but not much has been committed to it yet. Apparently there has been some hack-magic done to PS4 already and some info is leaked that the developers are wanting to take advantage of now.

PS3 Emulation is only just starting to go somewhere, I give it another 16 years for anything to happen for PS4 emulation. I'm not even joking.

What is this?

Either someone is being whimsical and imaginative about how to make an emulator or that's a fairly elaborate hoax going on. If there's "hack-magic" involved, I'm more inclined to say its the latter case, but given that this group/person has posted on ngemu and previously made a SourceForge project for it, I'll assume they're just misguided. Better efforts would be spent trying to fully understand the hardware first through documentation from reverse engineering in my opinion; an emulator can come later. Who knows, maybe this group/person really will make a decent PS4 emulator some day.

If/when this project makes progress, feel free to talk it up in Delfino Plaza. Until then...
