Maybe there's something wrong in the configuration?

Dolphin is not PCSX2. It is a more demanding emulator per-core.

The WWE games are ridiculously resource intensive, and usually need an overclocked i5/i7 to run nicely.
See my last part to work with Mortal Kombat

Dolphin is a dual-core application and switches around on the cores faster than Task Manager can read it, so it doesn't show as using the full performance.

Your CPU is average for Dolphin, not the greatest.

Spoiler:

Besides getting a new 3rd gen i5/i7, you can try a couple of tricks to make Dolphin use the most of your computer.
https://forums.dolphin-emu.org/Thread-un...ance-guide This guide shows what you can do to make the most of your CPU and GPU.

Make sure you have the latest AMD Drivers.
Also, using 4.0.2, try the OpenGL backend and see if it's faster.
Try using the latest dev build.

Also, that's a nice looking case

very thanks for your quick answer ! i was really surprised .

i'm iranian & cant speak english goodly :-(

in your mind , can i play wwe13 at 80-90% with a better config ?

i think dolphin can work better with better config .

but I do not know what to do
@amir.coder - With games like WWE, it's simply a matter of how powerful your CPU is. In your case, changing Dolphin settings won't somehow give you a massive speed increase; only upgrading your hardware will do that for WWE.

@KHg8m3r - You're showing him the Laptop Performance Guide for his desktop? If you wanted him to set his GPU to high performance mode, just tell him to do that :p Unless there's something I'm missing here.
Yeah, set the Catalyst Control Center to see Dolphin as a high performance program. I forgot the i3 doesn't have Turbo Boost to do the fun Throttlestop stuff.

Also, in Power Management for Windows, set the performance plan to High Performance if you haven't done so already. Again, no Turbo Boost so I don't know how much, if any, of a boost it will give (probably marginal)

one years ago , i had pentium dual core e5300
mortal kombat armageddon in all version of dolphin was 60-70%
but in 6964 , mka was 100 % !
in 6964 , most game run very better than other versions for e5300
i think there is a another version that better for core i3 3240
The CPU usage percentage has nothing to do with speed increase or decrease! It's all about the raw power, efficiency, and the increased IPC of the CPU's architecture, and if you have enough clock speed to run the game without the gpu being the bottleneck.
How much did you pay for that? My LED senses are tingling.
