Depends on if the PS2 uses integer math in the GPU pipeline or not, and how PCSX2 emulates it.
I'm going to guess that the issues have nothing in common; but, it's always possible.

I wouldn't know but

if you notice the grass at 5:55 (reverting to normal at 5:58) has a similar defect to the grass textures in SMS before the merge as shown in the article. Also notice how eyes do not render, no eye in the game does besides Jak's left eye. Must be a glass eye

. Software mode fixes these.
PCSX2's hardware backends are pretty crappy - they don't even have shaders. There's no way to really compare at this point.
Are shaders really make or break? I believe since a recent revision the GSdx features shaders including PCSX2FX. But yeah, apples and oranges I guess.
@MaJoR
Wait how would it even function without shaders? Or do you just mean post-processing shaders not related to emulation?
I don't know the specifics, but a ton of lighting and effects don't work in the hardware plugins (or at least didn't, it's been a while). When asked, the PCSX2 devs said that shaders are impossible in the hardware plugins, and only work in software. I won't claim that it makes sense, that's just what I know from my brief time over there before realizing how much they suck and leaving.
Maybe they're referring to PS2 shaders.
I'm just a "user" so maybe my words bear little merit and maybe even it's harder to look past pcsx2's flaws because of it being the only working ps2 emulator but I don't see how its a bad piece of kit. It's highly functional afaik and most of my games play flawlessly. That said I still consider it "lesser" to dolphin. Again, apples to oranges but we all have favorites. In terms of both functionality and development I'd say dolphin makes faster headway which I think is a tad impressive (and funny) given that it emulates a 7th gen system. Not that it's necessarily a factor in difficulty of emulating the hardware but much of Dolphin's popularity comes from being the only emulator of a 7th gen console. And that's a big deal with us common folk.
Hello everyone,
New here, but big fan of Dolphin and the hard work. Naturally making sure games work in Dolphin is not a priority for nVidia or AMD. I actually help nVidia out and have access to development drivers, which means I play a lot of games and report anything I find directly to them. So please let me know if I can be of help with reporting any issues (not game related of course, but feature related) directly to my contact or if you need someone to test something out.
