Weird thing is, I can't run Mario Kart DD at complete 100% for races (but at 100% for Time Trials) and Pokemon XD is absurdly slow (around 25 fps).

I want to be able to run basic GCN games (SSBM, MKDD, Wind Waker) and Pokemon Colosseum/XD at full fps (100%); with the best audio and graphics I can get. Is this possible?

Should I be getting higher speeds?
I think you should be getting better speeds than that, I can run SSBM, MKDD and Wind Waker just fine on my laptop (Core i5 2670QM, Geforce GTX 560m)

I'm guessing that nvidia profile isn't getting into high power and it's running off your onboard graphics card causing the slowdown. There's a guide for laptop performance on the main site that should help you out.
Check both your cpu and gpu clock rates for throttling.
