I don't know anything more you can do but I'm hardly he smartest here so maybe someone else will. New releases come out annually (more or less) but dev builds come out once a day or more; they fix old problems but can introduce new ones. I stick to them personally. Upgrading your hardware would also solve the problem if you're willing to.

Neither SSBM, MP7 or SMS need CPU-2-EFB access, so you can check "Skip EFB access from CPU".

I used dedicated GPU because the heat didn't reach 85 ºC (the max temperature was 78ºC after ca 20 minutes running). My Throttlestop settings were a bit different from yours, I guess it's because of the computer but could you please check it the same just to be sure I haven't done any stupid thing?
The problem with the graphics in Mario Tennis persist though. I have also attached a screenshot.

Normally , i set multiplier = 29 -> 2.9GHz for Dolphin , 2.0GHz for PC games , lowest clock 1.2GHz for working (PC games don't need a very fast CPU to begin with , lower clock speed will lower power consumption and heat output -> CPU run cooler and battery life should be increased )
You should set Multiplier = 28 -> 28x99.78 = 2793.84MHz ~ 2.8GHz if your CPU run cool enough
Your current clock speed in that attached file is 2259.91MHz ~ 2.3GHz

If I deleted now Throttlestop, would that reset the settings ? Is it better to keep it installed?
Why would you want delete it ? Don't you understand the word "throttlestop" ? Throttlestop = Stop any throttle (slowdown)
Without that program , your CPU will throttle(slowdown itself) . You have to keep it forever
Sorry to bother again but when cheats are enabled the game goes slowly again :S Yeah, I can play without cheats but I thought I could report it in case it can be fixed.
What are your cpu temperatures while running dolphin with those throttlestop settings?
I would highly recommend disassembling your laptop, cleaning out all the dust, removing the old thermal compound, and applying MX4 thermal compound in its place if temperatures were the issue.
