Do you have a controller that you cna test with?
Otherwie, save your configuration for the GC pad, and then reset it to defualts

I do not have a controller, and was able to walk around the lab, watch the TV cutscene, speak to people, and find the various items chests just fine, when i head south or east to exit the pokemon lab zone it brings me to the world map and i can't figure out to move the cursor off of the lab to go elsewhere, not that anything on the map looks like its a destination anyways... aka sticks out like the lab does.
Use the latest dev build.

If that doesn't work, make sure you have a good dump of the game by:
use the lateset dev build, right click on the game, go to properties, and generate the MD5 hash sum. Then check it against the internet to make sure it is a good dump

Downloaded like 4 separate versions and all of them ran the same way, no real hitches, until i get to the traversing the map portion of the game. It's not a program error, its definitely user error, I just can't seem to figure out what exactly it is i should be pressing, and/or doing to navigate around the world map :/

Just to clarify, if you're talking about downloading games, that's against the forums rules, and you will be banned.
If you're talking about different versions of Dolphin, then that means that yes, it is user error. Post pictures of your GC pad tab here (use a site like Imgur to host, and then use the side link for BB code pictures)
