I installed Doplhin version 4.0 and try to run Madagascar 3 Wii (2012 year) but fps are no more than 13-15 fps very very slow . Also sound tearing..and sounds bad
my computer is

cpu Intel Quadcore Q8300
ram - 2GB
video - Ati hd 4600
hdd 500 GB

What to do so i can play games smoothly?

Get a better CPU. Your is too slow for most games

what about video card?
if i change video card is there chance to get more fps?
Depending on the internal resolution you set
HD 4670 can handle up to 2.5xIR (1600x1350) . Unless you want to play game at higher resolution , a faster video card won't change anything
Keep in mind that Dolphin is a dual core application so it's not easy to pick a good CPU for Dolphin , more core doesn't mean more performance . You should look at Dolphin Benchmark before getting new CPU
You also need DDR3 memory/ram , DDR2 will not work with modern mobos
Extremely low budget : Pentium Haswell G3220 @ 3.0GHz + H81M mobo . This CPU is equivalent to Core i5 3570k @ 3.7GHz in Dolphin
Low budget : Core i3 4130 @ 3.4GHz + H81M mobo . This CPU is equivalent to Core i5 3570k @ 4.4GHz in Dolphin
Recommend : Core i5 4670k @ 4.2GHz (OCed) + MSI Z87 G45 mobo . This is the fastest CPU for Dolphin atm

Your CPU is too slow for most games ...Don't expect a 6 years old CPU to run Dolphin well (not even close) ! Overclocking CPU can help though
Unlike PC gaming , Emulation speed mostly rely on CPU raw power
