No, you don't. The only thing required to use Nintendo WFC in Dolphin is the certificates. If you want to use DLCs, then you'll need also a keys.bin file dumped from a real Wii, but in any case a complete NAND dump isn't required...
Sorry Jhonn you were right. I just needed to put these files (clientca.pem, clientcakey.pem and rootca.pem) in My Documents\Dolphin Emulator\Wii directory but the "Wii Network Guide" did not mention taking out the file DWC_AUTHDATA. Though having your NAND eliminates the option of taking out the DWC_AUTHDATA file and just playing from your Wii's memory file, someone should put in that crucial step in the "Wii Network Guide". Also, the file isn't in User\Wii\shared2 (at least for build 4.0.2 or me personally..........) but in User\Documents\Dolphin Emulator\Wii\shared2.
Correct me if I'm wrong again.
: )
Yes, that's right... I was too lazy when I wrote the post to remember about global user dir (I still use the old behavior personally)

Well, i tried with the cert-dump that dumps 3 files, and with the one that dumps 6 files...
using dolphin 4.0.2
also no DWC_AUTHDATA in Documents/Dolphin/Wii/shared2
no luck... 20115 all the time...
it worked with an old 3.5 and the old guide, but that was before i formatted my hdd and upgraded to win8.1 from win7
also i figured i should maybe attach a log...
The DWC_AUTHDATA is actually found in the shared2 file of the NAND files folder......
You could also try creating an empty DWC_AUTHDATA file to see if helps...
Like creating and empty file?
Doesn't work... would love to know what would be inside the file
i guuess the problem is something around here

If you attempt to go online with an empty DWC_AUTHDATA file, it will just disappear.
This is what I did:
I made a brand new Dolphin folder and took out my old Dolphin Emulator folder from Documents\ so it's like I'm starting from scratch.
I put the 3 .pem files in Users\Documents\Dolphin\Wii
Then I put my DWC_AUTHDATA I got from my NAND into Users\Documents\Dolphin\Wii\shared2
That's when I connected to Wi-Fi. I'm "guessing" we need the DWC_AUTHDATA file but do we need our own or can we use any? In Notepad it's just a few characters so hopefully you can.
its a 32byte long file (from what i got though google)
i also got from google that you can hex the DWC_AUTHDATA to change your SN...
so using a DWC_AUTHDATA and hexxing it could MIGHT work... right?
Edit: so i made a 32byte long dwc_authdata and filled it with random stuff... (obviously wouldnt work)
but now i get error 20109
completely rewrite with 00 i get error 20108

indeed, i have found my DWC_AUTHDATA in my nand folder and i have put it into Users\Documents\Dolphin\Wii\shared2, I have removed the others files and folders of my NAND and the WFC is working on my desktop!!!
hiiiiihaaaaaaaaaa!!!
Thanks a lot to have to take a look at my thread
a last question: i guess its impossible to play online with the 2 same DWC_AUTHDATA (1 file on my real Wii and the other on my desktop) ?

The DWC_AUTHDATA file is just for authorization (I think). You can use the same DWC_AUTHDATA file with a different save directory of the same game but I guess you'll need to make an entire new save file for that game and backup your old one.
DWC_AUTHDATA seems to change the net0.bin file within a game save's directory which I tried with Super Smash Bros. Brawl when I connect online.
Also, when you connect to Wi-Fi with the net0.bin that has connected before, a DWC_AUTHDATA is created for you in the shared2 folder. There must be a line of code that is necessary to connect to Wi-FI for the net0.bin file yet it's more convenient to just have the DWC_AUTHDATA file instead for every game that connects to Wi-Fi.
