The Direct3D9 backend isn't something you can just "transfer" over; there are lots of bits of code you'd have to splice together and alter. It was removed in the latest revisions for
several reasons.
You can either continue to use 4.0 or turn to unofficial builds such as
DX9 Final. Since those builds in that thread are unsupported, and issues you have with them you'll have to ask Tino about it. However, is it necessary to use newer revisions of Dolphin? Is there a specific issue that newer builds solve that is broken in 4.0? If not, consider sticking to 4.0 for the time being (that is to say, until your next hardware upgrade) if nothing is wrong and your gaming speed is fine.
Alternatively, try the very latest builds (4.0-750 at this time of writing). There have been a lot of speed ups to Dolphin, and it might give you fullspeed whereas 4.0-468 doesn't. EDIT - Also note that 4.0-468 doesn't technically exist. Dolphin's master branch builds jump from 4.0-436 to 4.0-476.

Thanks. Sorry typo'd: meant build 4.0-648. I'll try the newest and see if it helps. I need to use these build 648 or 652 builds to sync with people on Project M Net-play apparently. I don't believe I'll be able to upgrade equipment anytime soon, my laptop since it came with a graphics card I believe is unable to be replaced/upgraded. I do have a desktop I could try buying a good graphics card for but its only got 2gigs of ram (which are slightly harder to find cheap than normal laptop ram) and I believe a subpar processor (i'll check to see what the stats are in a sec, it's a dell xps 420).

I'm not a wizard like you guys to start my own D3d9 loving Dolphin build. I believe and hope you guys will have some improvement to get Dolphin running even easier, but right now I need help from someone for weighing options on improvements to my desktop/laptop. Would upgrading RAM alone (from 4gigs to 8gigs) make a significant impact on getting me to 60fps?

Requesting things like old technology or just older version of drivers and what not to work with newer builds is never wise for development. Its always best to find what things don't work then forcing software to use older "stuff". Best to focus on the problem at hand. Even if you have no development exp you can always help best test stuff. Simple comparisons and some patience will tell you what the main issue is. Its very possible that Brawl/ProjectM are going to play well with 9 vs 12 or OPGL but that that just implies the operation those games use are not taking advantage of newer graphical rendering sdk's yet. Its also possible that the CPU/GPU you have is why dx9 works better. I don't keep up with dolphin development but I'm sure priorities are outlined somewhere. I dont know if dolpinh would consider this a bug or a feature but IMO, reporting it will get the issue more attention.
In the meantime your only option is a faster CPU.

This isn't entirely true. I often see dolphin using more than 2 gb of ram on its own.
Yeah, at times it can go higher, but upgrading from 4 GB to 8 GB won't help with Dolphin

Thanks, so would upgrading a graphics card help much if my CPU is on the lower end "2.66GHz"? Are there easy ways to upgrade graphics cards like "USB inserted" ones? Are there specific graphics cards that work best for Dolphin? Would the best deal ones be off Amazon?
