If this is true, then maybe its emulation related instead of hardware related? Whatever the case, it doesn't appear like I can just brute force my way through all of the speed issues by simply OCing my CPU.

And BTW, Dolphin 4.0.2 is actually faster than the Dolphin 3.5 I upgraded from. I've heard a lot of people say its the complete opposite, but with my hardware 4.0.2 is definitely faster, because I got lower FPS in Last Story using 3.5. I actually got dips to 25fps in spots that were consistent 30fps in 4.0.2, but there was no change in that specific spot. In both versions speed was 100%+ regardless of the FPS.

On the maximum side of the FPS, I do notice an increase with speeds between 3.3ghz and 4.2ghz, but on the minimum side, there is zero improvement.

According to the Dolphin CPU test, it seems like Haswell is at least 25-30% more efficient than Sandy Bridge at Dolphin JIT, and I'd be curious if the same FPS tank spots I'm having with a Sandy Bridge are present with people using an I5 or I7 Haswell?
Can you post all of your settings? I have a similar setup to yours (a little older) and i don't get slow downs like this with 4.0.2.

So you get 30FPS 100% of the time on last story?

Is there some sort of easy way to post all settings? I'm using the recommended settings according to the wikia page for Last story.

Another issue I got is most of the settings the wikia page has for "performance settings" actually do the complete opposite and give me a slow down instead.

Config = General

Enable dual core
Enable Idle skipping (Disabled on Last story game config)

Everything else default here.

Audio = HLE

Graphics:

3D11
Fullscreen: Auto
Aspect ratio: Auto
Vsynch enabled

Graphics:
(Nothing here changes FPS except for AA)

2.5x native
x16 AF
AA = none
Other settings are default

Hacks:

Open MP texture decoder enabled
Other settings default
Disable OpenMP and disable VSync. Also ensure Vsync is disabled in your control panel of your GPU software.

That didn't do anything. Zero improvement.

I can turn it to x4 native and x16 AF, and my GPU is still well under 50%. Also no DPS drops. A Radeon 6970 is more than enough for any game I've played on Dolphin.

Considering this is the only game on Dolphin I've played so far that runs/looks like complete crud, I doubt it has much to do with my settings/hardware. The game isn't even all that good, so I'm done with it. Maybe when there are speed improvements with later versions I'll finish it.

Thanks for your help anyway.

***Edit:

I take back what I said about 4.0.2 being faster. I had different settings on 3.5 when I tested it, but with identical settings, I get 27fps in the same spot I get 20fps when using 4.0.2, and I noticed the sound still runs full speed even if the FPS dips a little when running 3.5, and I get sound lag along with the FPS lag when using 4.0.2. Also the brightness doesn't seem as screwy running 3.5 as it is in 4.0.2. I suspected this was a partly an emulation issue more than it was a hardware/settings one.
Have you watched your CPU during play with CPU-Z to ensure it isnt lowering its speed? I had a similar issue when I overclocked my 2500K. I had to disable the power saving features in the BIOS. I am sure it was just me doing something wrong, but it worked.

Also if you dont notice an improvement after overclocking, it either isnt CPU limited or your overclock is flawed. Go back to all defaults in the BIOS and just raise the multi by 5 or 6 and see if that makes an improvement.
There is nothing wrong with my overclock, and the solution is to just use Dolphin 3.5 I guess until they make a faster version.

I get an improvement with overclocking, it just doesn't raise the minimum FPS in one particular game. Nothing is throttling my CPU, I already checked. I already got all those power settings disabled, that is pretty much the first thing anyone does when they overclock is disabled those, because they cause stability issues.
