30fps on Wind Waker is full speed. Push it to 4.3-4.5 GHz for a little extra headroom and you'll be able to record perfectly fine (especially since you have two more cores that can do the recording).

Also, yes, Flyred, pretty much every speed issue in Dolphin can be solved by overclocking more.
