now you see where i am confused they are the same revisions. dolphin with my hardware should run at full speed but its not on windows and i cant figure out why.
disk read access is heavy i haven't read anything about the c drive's effects on dolphin's performance. linux runs on a much faster drive.

No, it shouldn't run at full speed.
How about the games that you're playing in dolphin, and what settings you're playing them on?

i disabled dual core so dolphin could only run on one core and i din't even notice any performance decrease at all. i have tried numerous different settings in dolphin but the problem still occurs in all games in dolphin on windows but not in linux. i have also tried different dolphin revisions.

No, tell us properly. I'll put this little guide for doing so below.
1. Write in which game you're playing
2. If you don't have a screenshot method, get/learn one.
3. Give us screenshots of all of the settings windows, excluding directories, bios stuff, and controller stuff.
4. (optional) Also give us an in-game screenshot, to get a feel for your framerate.
More often than not, there's something you DIDN'T try changing that's causing a huge issue.
Also, there's the fact that my Athlon II X2 outperforms your Bulldozer in terms of PCP in memory-light programs, but I'm going a little far with goading you for buying such a bad processor now.

When you´re going to reply, there´s a section called "Attachments". On it, click "select file", choose the file and then "add attachment.

Take down AA and AF. Also, which games are you trying to play with dolphin? There are some that are really hard on your computer (SSB:M, some others that some people might hint you on), and some are really light, like Wind Waker.
And, are there any suspicious (or excessive) processes running when you try to play games in dolphin?

pokemon xd gale of darkness i lowered aa and af it din't help then i selected the minimal value for both that did not help either. no suspicious or extraneous processes are running.
