seems to be lagging even more, I just attached an image of what it looks like
Try setting EFB to Texture in Video Settings.
EFB to texture is the default setting isnt it? EFB Copies was already set to texture

That's slightly misleading.

If LLE on thread is turned off dsp and gpu emulation share the same thread. Since LLE requires more time to process than HLE that leaves less time for gpu emulation.

Post screenshots of your settings.

Have you tried other dolphin builds?

I had idle skipping unticked which I just enabled and that gives me a constant 60fps

I had this unticked and had vbeam enabled. I thought idle skipping causes audio issues?

still getting 5fps drops fairly constantly, I attached my settings
Shot in the dark, try running it at lower IRs. Normally a GTX 660 would easily be able to do 3x IR or 4x IR without so much as sneezing, but the SMG games are quite GPU intensive. I don't recall being able to run SMG2 at 3x IR fullspeed constantly, even with HLE audio. Set it to 1x IR and see if you get any speedups. If so, you're at least being limited by your GPU in some capacity.

DSP emulation is done on the CPU thread. Despite the DSP itself being embedded in the Flipper/Hollywood, it actually communicates with the CPU a ton, not with the GPU at all.

As for why it slows down GPU stuff, fuck if I know/care.

CPU <-> GPU communication? Slow down the CPU thread, you slow down how fast the CPU and GPU can talk? I dunno though, not my area of expertise.
What revision of dolphin are you using? I did notice some improvement dropping it down the IR although im still getting these strange FPS spikes that makes it drop to 40fps for a second.
