There's a mistake in your spreadsheet, btw. The Sandy Bridge i7-2600K should be 3,400 stock not 3,800 stock.

With hyperthreading disabled, I won't be producing as many FLOPS as I would otherwise. What is implemented in order to measure non-FPU ops?

I've chosen to use the turbo clock as "stock clock" when a CPU supports turbo boots. If your CPU does not go trigger turboboost for this benchmark, it's either stupid or thermal throttling.
You should include the two core Turbo Boost Frequency, not the one when only one core is being used...

Participants should report such info, it is not common knowledge how much every cpu turbo boosts with two cores active.
Actually, as far as I can tell Turbo Boost isn't even used anyways.

When I tested OCing, i tried it via turbo to try and improve performance only in Dolphin. It only worked after I assigned only two cores via Task Manager. 90% most people here don't even do that.

Because of Windows spreading the work onto all Cores, Turbo Boost never gets activated. I tested it myself.

EDIT: Actually, take that back. Somebody tell me why it's working suddenly Tongue
@Delroth: I made a mistake related to my CPU info. The "stock" speed is 600 MHz, not 1000 MHz. The rest is correct.
According to the spreadsheet, the Wii runs at 833MHz. Is this true? This goes against darned near everything else on the internet which clains that it runs at 729MHz.
