What I learned so far:
-Windows 8.1 doesn't always better than Windows 7
-benchmark isn't consistent between each runs, in fact there are three bad runs (not in this list) with good number of seconds late
-Hyperthreading disabled seemed to give better performance

Sorry for the delay, I saw your post just now. This laptop isn't mine, it's from my uncle and I don't have access to it anymore. The laptop is manufactured by Lenovo and it didn't have a discrete GPU, only the built in Intel HD 4000. The test was run in a fresh Windows 8.1 install (only DirectX runtimes and Intel HD 4000 drivers were installed) and the CPU was running around 3050-3150 MHz. I didn't check the temperatures...

The freshness of that OS probably helped to speed up the emulator a little bit. The best time that I could get with my unit 00:16:51. I'll try to run a benchmark using HD 4000 GPU later. Did the benchmark only uses OpenGL backend?

Yes
