i want to run dolphin 4.0
Quad, Hexa and Octo-core CPUs are useless for Dolphin since it uses only 2 cores (3 with DSP on thread). Also, you may want to get a strong Intel CPU instead for better performance (like i5 4670K).
Actually, there is a small advantage to being able to handle background tasks when running Dolphin. In general, quad-core+ systems often experience minor boosts in performance (5% sounds right) over comparable dual-core systems when it comes to Dolphin. It's small enough to be insignificant practically, but objectively speaking having extra cores/threads around does help. If you believe the OpenMP texture decoder is anything but a placebo, then you might get speed ups there as well.
