bought new PC, in the mail now. new build is as follows: i7-3770 3.4 ghz (3.9 turbo) cpu, 8gb ram, nvidia geforce gtx 660 2gb, windows 7 64bit.

i was hoping to play RE:zero at a proper speed.

my current build( amd athlon ii x3 450, 4gb ram, geforce gtx 660 2gb) runs it at 22fps, but the actual gameplay is runs at half speed.

oh and since im not getting the 3770k, there will be no OC

It should run RE:Zero quite well actually. According to the Dolphin Wiki entry for this game, a AMD FX-6100 @ 3.3GHz played this game at fullspeed for the most part (this is a 30FPS game btw), and a i7-3770 is significantly faster than an AMD FX-6100 when it comes to Dolphin. The GTX 660 should handle most of your needs unless you really want to push the Internal Resolution and AA.

thanks much for the reply. i had been second guessing my purchases for the past 3 days. good to know this will work.
You should buy 4th gen i5 4670k + Z87 mobo or Xeon E3 1220v3 or 1230v3 (i7 4770 on steroids) . 4th gen is much faster than 3rd gen i5/i7 3xxx(k) in Dolphin . If you built your own pc , you would eventually save alot of money

yeah i am building my own. what does a cpu's passmark score mean for running dolphin? because based on those the i7 3770 is better or just about even with your suggestions. im pretty new to this kind of stuff.
Passmark score is crap , it's just another WEI (windows experience index) . A CPU performance is measured by 2 ways : single-threaded performance and multi-threaded performance . Since Dolphin is a dual core application , Dolphin favors single threaded performance and don't give a damn about Hyperthreading of i7
Take a look at Dolphin Benchmark , an i5 4670k @ 4.5GHz outperforms i7 4770k @ 4.2GHz
