Without texture pack
Zelda TP has been tested with LLE backend by @Venomx1 and another member (I forgot his username) . Keep in mind that
latest Dolphin is more demanding (depending on the game)
than old Dolphin version such as Dolphin 3.5 . So "Zelda TP
used to require i5 3570k @ 4.5GHz"
You will have better performance if you use HLE backend though you have to deal with sound issues

Anyway . i5 3570k @ 3.4GHz has maximum turbo boost as 3.8GHz (single core turbo mode) , 3.6->3.7GHz (quad core turbo and dual core turbo) . i5 3350P @ 3.1GHz has maximum turbo boost as 3.3GHz (single core or dual core ) , 3.2GHz (3 cores) , 3.1GHz default clock for 4 cores

At stock speed (include turbo boost) , your i5 3570k is much faster than his
Although Dolphin is a dual core application , you still need extra cores for background processing . That's why Dual Core Turbo Mode isn't activated when you run Dolphin . In most cases , Quad Core Turbo Mode is activated
@Canyarion
The HD texture pack will need more CPU performance since this is emulation which is completely different from PC gaming (PC gaming : as fast as possible GPU + low-mid range CPU . Emulator : as fast as possible CPU + low-mid range GPU) . Don't know about HD texture pack on Zelda TP but many other games has been tested
Make sure you have "ZTP hack" enabled as mentioned in the wiki
Umm, Admin89, I'm not saying you're wrong in this particular case, but for me, latest master is very, very often faster than 3.5 due to a lot of adjustments and changes done in the past few months to speed up the emulator. Twilight Princess is one of the games that got affected hugely in OpenGL for me, which made it faster than D3D9 used to be even on EFB2Ram.
It's a bit of a myth that Dolphin just gets slower and slower as time goes on. It really gets slower as more features are added, then gets speed ups from new optimizations.
Point to the topic: The requirements can actually be LOWER now than they were at 3.5 depending on which 4.0-xxx build you choose. The texture pooling builds (before it was reverted) really seemed to make OGL fly on a lot of games, especially ones like Metroid Prime and Mario Kart (I don't remember if it affected Twilight Princess, but I do know that was one of the ones I tested.)
Canyarion: Try the OpenGL backend on a current development build. Contrary to popular belief, Dolphin's actually getting faster nowadays in most cases as long as you're using the right settings. OpenGL is definitely not the slowest backend anymore, though it's still often the most compatible.

Woah there are so many different builds and I have no idea what they all do. Do I pick a random one, or can you help me choose one?
By the way, the ZTP hack was turned on by default.
So I had some more time to work on this. I tried a new 4.0 build with OpenGL. But I still couldn't load custom textures without lag. Could it be I'm using the wrong options? I selected the ZTP hack... what else is there?
After that I tried resizing the HD texture pack. I used GIMP with the BIMP plugin to resize all textures to 50%x50%. But...... then only the sky would load in the game, nothing else! Apparently it doesn't work like that. Can anyone explain to me how it does work?
Thanks.

I'm about to abandon the whole HD TP idea in favor of playing it on the GameCube...
