ok to see your actualy fps...look down to the way left of the screen without full screen active...and on the bar on the botom of dolphin it says video %, VPS, and FPS

Ok...now I've upgraded my processor to a phenom ii x2 550 black edition @ 3.1ghz, but now when I play I only get 16 fps with no frameskipping on in the area where you start out everytime you load a game. does this seem right?

Lol I have a Core i7 @ 2.8 Ghz (No OC for me, it's on it's stock cooler Tongue) and don't get that kinda fps (Yes, dual-core is enabled).
