Happens with the default settings in the most recent dev version (4.0-539) and the most recent stable version (4.0.2).

Have you been playing a lot of PC games lately at 60 fps?

If you have, the 30 fps on consoles will seem much jerkier. I had this same problem with xenoblade chronicles. It is what it is.
