You can check by just looking up your system specs in the control panel. As others have stated windows applications don't have specific versions for specific versions of windows. Any modern windows app will work with 2000, xp, vista, 7, 8, 8.1, and all of the server derivatives.

Yes. Assuming you have all of the dependencies. You need visual C++ 2010 and fairly up to date directx runtimes installed on your computer to run dolphin:

If you don't know if you have them just start the application and if you don't have them it will pop up an error message telling you that they're missing.
Which version of dolphin did you download?

On 4.0.x this is correct, but the latest versions don't need those
It's that only for builds that use an installer? He extracted his from a .rar
The latest builds come with the VS .dlls (not in an installer tho) and they use 2013 now
