I'm getting a Bartop Arcade and here's the spec,

Last generation of Intel Dual Core 3Ghz, 2TB HDD 7200, 4 Gb DDR3, HD Radeon 1Gb PCI-E. Do you think is strong enough to play Wii games (I'm a big fans of fighting games and I really wanna play Capcom vs Tatsunoko and Super Smash Bros. Brawl, etc.) on it.

Specify that "latest" Dual-Core.
Last generation of Intel Dual Core ? 4th gen i3 or last gen Core 2 duo ?
HD Radeon 1GB ? Which GPU is it ? VRam 1Gb here can't tell about its performance . For Example , GT 520 2GB doesn't stand a chance against 9800GT 512MB
Basically the details you've provided don't actually tell us anything about the hardware. Please list the CPU and GPU model number since that gives us the exact chip being used.

Dual core 3Ghz G2030, Asus P8H61-I R2.0 motherboard, Radeon HD 6450 1Gb DDR3.

If it's too weak, what would be the minimum spec for this motherboard maybe I could ask for additional upgrade. I'm into fighting games like Capcom vs Tatsunoko, DB Tenkaichi 3, Tekken, etc.

Which i3, exactly?
As for the graphics card, both are ddr3, so they will be similar, but the 6570 has a slight advantage.
The G2030 is a decent cpu but a 6450 is barely good enough for 1x IR in most games. I have no idea how demanding any of those games are since I don't play fighting games. Can anyone weigh in on that?

I read the GPU requirement so I told him to get 6670 1GB GDDR5 since I want IR 3x, that should be good enough right?

Don' really need IR 4x if my LCD only supports up to 1080?

He didn't specify which i3 I only read the CPU requirement saying i3 is fast enough, would there be any bottleneck? Which i3 should I be getting?

4xIR will be downscaled to your monitor resolution . Therefore , the graphic should look much sharper and clearer than using 3xIR
EVGA GTX 650 should be able to do the job (4xIR) . Btw , only Nvidia GPU can gain huge speed up from "Vertex Streaming Hack"

There are 4 generation i3 series : 1st gen Nehalem (i3 5xx) , 2nd gen Sandy Bridge (i3 2xxx) , 3rd gen Ivy Bridge (i3 3xxx) 4th gen Haswell ( i3 4xxx)
i3 is fast enough huh ? Depending on the game , some demanding games require OCed 4th gen i5 4670k @ 4.2GHz+
But those games you mentioned should be fine with 4th gen Pentium G3220 @ 3.0GHz or the faster CPU - 4th gen i3 4130 @ 3.4GHz (
