I have set my pc to high performance mode but it seems to offer little difference. As for CPU-Z, I don't know a tone about computers so I'm not really sure what a lot these are so it is kinda hard for me to do this stuff with my limited knowledge.
Everything looks good to go there. Next thing I'd look at is your GPU. There's another program called GPU-Z (Google it). Do the same thing. Run it while you're emulating and post the screenshot.

This is with a game booster running
GPU isn't hitting its max clock, but it's also not under full load either. I'm at a loss to explain this problem.

I did notice when I played harvest moon that there with areas where the lag was heavier. When ever I was around street lights in the dark and they we emitting light the game would drop its frames to like 15%.
Do you have the latest Nvidia drivers from their site? Have you tried using OpenGL with the vertex streaming hack enabled?
Set Dolphin to use max performance *in the Nvidia drivers*. If it's not hitting max GPU clockspeed, you need to kick its ass into doing that.

Just tried maxing it out and applied it to use the GPU at full settings. No change. My drivers are up to date and I don't know anymore.
