I need something for replacement for my laptop, and arm tablets can't run programs I use on my laptop. I heard Windows RT runs desktop apps and interested about it but no one makes desktop apps for windows RT.
So only option left is buying a intel one which can run all of my programs.

If your plan all along was to get a regular x86 tablet running regular windows 8 why ask for a win 8 rt build?
Unless you wanted dolphin for win 8 rt so you could get a cheaper arm tablet but have to go x86 now that you learned that it won't happen anytime soon? Was that the only application holding you back?
Your story is a bit confusing to me at the moment.

But now, I'm going back to Win8 tablet, because there are no desktop programs for it. (Not just Dolphin, I found it can't run most of my programs.)

Metro store is full of bad games ported from Android and I need good games to play.

BTW, a Surface Pro should be capable of running lightweight games on Dolphin (the battery will drain fast and it will become a little hot)...
