If you know anything about Windows Phone programming and Windows Phone SDK manipulating, those would be the first steps.
Guys, there is an ARM version already, someone just needs to convert it to the Nokia file format.

i want direct 3d9 back on dolphin cause i use the gamecube bios intro and the open gl and direct3d11 sucks cause it wont run right
Well, I kinda doubt they will bring the DX9 backend back just for that (also it's not like it's just pushing a button). However, if you really want it, you can find it in the unofficial Ishiiruka build of Dolphin.
Anyone who cannot get the GameCube Bios to run correctly in D3D11/OpenGL has no idea how to use Dolphin, and thus cannot even be considered a "user." Therefore, they are not in my target demographic of people to assist and serve for this project.
It's possible to run the GameCube BIOS correctly with Direct3D 11 and OpenGL. Did you have XFB enabled?
