Currently using ethernet cable cause no wifi atm but nontheless keep getting this error when attempting to connect:

Also I know files were needed for previous iterations but as far as I know, it was said to be pre-included for 4.0? :\

You guys really tread carefully about these sort of things, thanks for the link, I hope others discover this thread to learn the truth cause i'm not the only one here who's misinterpreted this aspect of the announcement, I even landed on a thread where this guy in a completely different forum, claiming to be a Dolphin Emu developer, saying Dolphin 4.0 released! Now play through the Wii Network connection with real wii players! Announcement and details here: *link*

Dolphin uses GPLv2 license. The certificates, as well the DSP ROM dumps and GameCube IPL dump was created by Nintendo, so, it have "all rights reserved". This is why these things can't be redistributed in internet or with GPL software (like Dolphin). Actually, I'm not sure but certificate extraction is legal only because NUS Downloader get these files directly from Nintendo servers...
You probably didn't read the blog post where the announcement was pointing. Here the devs keep clear that the support was at beta stage and a link to the same guide I linked you was there too...
