He should play Morrowind. Also he could get the Kotor 1 and 2 disks in a set.

It's the lowest end Celeron you can find in a new laptop today. He bought it in the last quarter of 2012 for $299 (Rip off).

It's a craptop. Sure it's not as crappy as my craptop ($300 laptop from 2009) but technology is a moving target. Just like the high end continues to progress - a 4670K is better than a 2500K - the low end is progressing too. But it's still the low end and it's still going to suck, due to the severe cuts required to get it down to the $300 price range. Hence, craptop.

That tells us very little. Look up the model.
Kotor I discs are hard to find. It's easier just to get it on steam along with kotor II for cheap. I think Kotor IIs story, plot, and lore are massively better than kotor I if you use the restored content mod which is a must. There are a number of other highly recommended mods including a widescreen patch. Do you research before playing it.
Bioware as much as I love their older games they do tend to have very cheesy "video gamey" stories. With the possible exception of mass effect 1. Obsidian is one of the few AAA western devs left that still puts a lot of thought into their storyline. Alpha protocol and Kotor II were both made by them and highly recommended by me. They also made fallout new vegas but I haven't had the opportunity to try that yet. Way too many missed "classics" to play. I've heard good things about Eidos Montreal too.

I have the solution to his problems: http://en.wikipedia.org/wiki/Ricin
Was this friend born in America? What about his parents? It's unusual for a born and raised middle class America to have this little exposure to mass entertainment culture (video games, movies, and TV).

Well, from the N64 era, most people hate it, but the best platformer/adventure game from N64 for me was Bomberman 64: The Second Attack. The history isn't the best and the gameplay may suffer from some inconsistencies (I still don't get the fact that "freezing" the lava produce a floating iceberg block to walk in), but this game have a high replay value for me and alongside of Zelda OOT and Mario 64 it's the game that I enjoyed most with my (now dead) N64 console...
His craptop probably handle it...

Maybe he'd like Silent Hill 2?? That'd run on his PC, and it has one of the greatest stories of all time in my opinion. But it's very deep, might be hard for someone like him to follow. I've always thought that if I was going to show someone a game, that doesn't particularly like videogames, I'd use something like The Last Of Us, Uncharted, or Alan Wake. A game that starts out strong and remains good throughout.

The last of us and uncharted aren't PC games.
