I can buy an unlocked Galaxy S4 for £402 from Amazon, and then use a GiffGaff SIM which costs me £10 a month for an unlimited internet (inc 3G) plan which doesn't lock me into a contract because their margins are tiny compared to any other provider. Over two years this is only £642. Of course, if I did get it from a phone shop, it'd be £942 for the same time period. Still, this is a high end phone, and it's way less than what you said as a maximum.

Love small-minded naysayers on these kinds of sites lol. They said that the 3DS wouldn't be hacked for years yet... the Gateway coming to me in the post says otherwise.
You can buy smartphones on the cheap in the US if you're willing to jump through hoops. I got a smartphone from a friend, his old one, a went with a pay-as-you-go plan. $60 up front for the phone and $10 every 3 months. It has data but I don't dare use it. I mostly use WiFi anyway.
Nothing is keeping you from doing that with a Galaxy Note 3, except the insane off-contract price. This is not accidental.
OMG why do so many people think that emulating Dolphin on PS4 is possible? Even before considering if the hardware can handle it, do remember it's a locked down machine. You have to find a way to "jailbreak" it in a sense. Good luck with that without getting thrown into jail by Sony. Doesn't anyone remember George Hotz?
It probably will be possible at some point in the distant future. It's just not practical is all.

After the lawsuit I'm pretty sure he wouldn't be thrilled at the idea....
Plus he knows nothing about emulation as he has no experience with developing emulators.
Dolphin on PS4 would be kinda sweet... But I'm perfectly fine playing it on PC for now
