Given that Dolphin's JIT is fairly primitive from what I heard, yes. AX HLE DSP was not a low hanging fruit, but it's not a bottleneck either (and never was).
400+ open issues and 2,000+ of games that have issues is a low number. Interesting.
AX HLE was never a bottleneck, but LLE certainly was, thus new-ax-hle "increased performance" for people who avoided the old HLE.

I think he means PS4 is cheaper than a high-end Android phone.
It isn't cheaper than a high-end phone, or even high-end tablet, which is more high-end than a high-end phone.
I read it as cheaper than the XBO.
PS4's price is 399.99 USD. HTC One's price is about 450 EUR (about 610 USD). Galaxy Note 3's price is about 580 EUR (about 787 USD). Galaxy Note 10.1 (2014)'s price is about 550 USD (about 746 USD).
Most people think the "price" of the phone is the subsidized price that comes with the contract. Under that (very bad economic sense) idea than the PS4 is more expensive than a high end smartphone. This of course is ignoring the $1,000 to $2,000 two year total cost. Smart phones are a ripoff.
