He said good speeds not full speed. If you overclock you'll get good speeds but not full speeds.
You won't even get good speeds in LoZ: TP with that CPU. The GPU is more than adequate.

If you can get good speeds with a phenom ii not overclocked you can get good speeds with this. The only problem would be Hyrule Field and it would be just as much as a problem on a core i3.
I was under the impression that the Phenom II X4 955 would not perform adequately in LoZ: TP with Dolphin 4.0 without an aggressive overclock. Admittedly, I've never tried it myself.
