Check your GPU and CPU clock rates while you're at it to make sure nothing is throttling.
While running Dolphin, my CPU temp was 41C, and the GPU temp was 39C. According to Speedfan my CPU usage was at about 70% while playing the game, and my GPU load was at about 20%.
What will looking at all these numbers prove? Shouldn't my computer be able to handle this game anyway? I recently wiped my whole computer and reinstalled most of my games (Skyrim, StarcraftII, BMFE II, and a few others) and I still have 1.3 TB left on the hard drive.

Also, my computer does not lag at all while playing Skyrim with Ultra graphics, so I don't think that my computer is at fault.
Check the clock rates not the load. I'm willing to bet your GPU is throttling which is a common issue with dolphin.

Assuming that is the problem, is there a fix for it?

With the Core 2 duo mentioned in your profile probably not Tongue .
With your 4670K it should work just fine. My 3570K could run it at stock clock so you should have no trouble

Yes. Just force the GPU into maximum performance mode using nvidia control panel.
