Precisely. And to make it clear for you, CPU is used by Dolphin for the speed, while the GPU is only used to manage any kind of image resolution.

(Or at least that´s what I know about that).

You'll have to overclock to at least 4.0GHz. Not less

To run any demanding game

Still don't know about the GFX card though. Is the PC still balanced then? Will the graphics card bottleneck the new CPU? What can I expect?
Better graphics cards are only really important for higher resolutions. You can always experiment and find an optimal resolution that your graphics card can handle if you are not getting good performance to narrow out whether it's your GPU or CPU. Upon experience of AMD hardware I have owned, revisions below 6500 run faster than newer ones. Just to give an example, Dolphin 4.0 yields me less than 25fps on Sonic Colors, as 2.0 gets over 30fps. Even so to speak when I had a Athlon 64 X2 3800+ I could run NSMB full speed on one version, but on another would only run at 45fps even with the settings matched. So if you want best performance do as they said, overclock as far as you can, but also try different versions of Dolphin, who cares if it is an old revision?, as long as it works on your game and it is stable you win.
