That sounds pretty normal. CPUs throttle based on load to save power. Even core 2 generation cpus. Try running something demanding in the background like dolphin.
Even with speed step disabled and a high performance power profile in Windows 7? I found out that my DDR3 can only run at a max of 667MHz with this motherboard although I'm unsure if it's possible to overclock my ram to at least 1066MHz. It seems DDR3 support is terrible on this board, this was actually the worst board to come from Asrock imho back when they were new to the market. I don't have any DDR2 ram lying around to switch out to see if that improves performance.
Not sure if the fact the motherboard only supports PCI-e x16 1.1 would cause such a drastic performance loss. I have more problems with performance in TF2 than any other game.
Still no mention of what performance problems you're having or any performance data. It's impossible for me to tell you what's causing the problem if you won't tell me what the problem is.

DDR3 667 MHz ram does not exist and your motherboard supports up to DDR3 1066MHz according to the product manual, product page on the manufacturers website, and neweggs product description. Are you sure you're not looking at the clock rate instead of the data rate (667MHz clock rate is 1333MHz data rate on DDR3 ram)?

Probably not. But then again you still haven't told me anything about this performance loss you speak of so how would I know.
Well my FPS drops down to 20fps - 30fps on a dustbowl server when stuff is happening. The framerate lag makes the lag I experience with 3G all the worse than it would be. Enemies literally teleport like they are skipping frames and I have such a small window of time to react once someone tries rushing me. This makes dealing with Pyros and Spies more cumbersome, melee is a luck of the straw since I lag through enemies and suddenly they are behind me when I when I went to melee them they were in front of me. I get lag when scoping in with the Sniper rifle and shots frequently fail to register or register as normal damage in the case of headshots that were spot on..
Nothing I've tried improves performance be it..
Lowering graphic settings
Using a fps config
Using DirectX 8.1
Running TF2 with high cpu priority
Killing other processes using cpu
Disabling/Enabling multi-core support in TF2 or tweaking multi-core in my config
Check your cpu clock rates and temperatures during tf2 for throttling. Verify your ram speed and make sure it's running in dual channel mode. Then verify that your gpu isn't throttling either. Check for background tasks including virus scanners that might be running. Check for viruses.

First OC'd build. Before, I think there were cables everywhere, but I didn't use custom coolers, and didn't post pictures on the Net and ask for advice.
So I break the LED cables to turn them off. I can definitely manage that.
But rerouting the cables will be a significant hassle. Will it improve my computer cooling or PCH temperature, which happens to be extremely hot? Is it worth the trouble?
Also, if I can move the fans or cards to significantly improve airflow, how would I do that?

No. You just suck at cable management. Don't try and blame that on the hardware.
Cable management won't significantly improve temperatures but it will look a lot better and make handling the internals easier.
Also why do you only have one ram DIMM? Running memory in single channel mode is a really bad idea.
