So it turns out this entire time I just needed to switch from a usb 3.0 to a usb 2.0 port...

That's probably a specific incompatibility with your motherboard, then. I've never had a clean install from USB fail, and have done several, mostly via USB 3.
It seems that Nvidia is telling the truth this time . According to gamespot's benchmark , GTX 1060 is on par with GTX 980
Edit : GTX 1060 got 60C at full load while RX 480 got 83C at full load => The winner is GTX 1060

Finally got around to ordering new parts for a new Hackintosh rather than my Q6600 based Hackintosh. It comes in tomorrow, just in time to also install Windows 10
GTX900 series are now legacy products. Typical NVIDIA.
What the...! The 10 series cards haven't been around for at least a half year yet, the GTX 1060 isn't even three month's old yet, and they are already considering the previous 9 series cards as Legacy. Economics 101 at it's best.
I'm starting to regret buying my i3-6100, not because it is a bad CPU, but because DooM and other DX12 games would perform wayyyy better for not much more money.

Also, Rx 480 or gtx 1060 for my rig?

GTX1060, but only if the price difference isn't too great.
You'll have better general performance as it simply outperforms the RX480 in most DX11/OGL titles. If you want to game now then it's the better choice imo.
Plus you get Nvidia Share, which allows you to record, stream or play games co-op over the internet.
