i need the best config for the Dolphin on my PC , and also a good version of dolphin hehe , please :/
i have tried almost all of the possible configurations for my dolphin but i don't see any change , my computer isn't the best , but is a good machine although.
and frecuently the performance reaches the 100% as the highest , and the 75% as the lowest
this are my specs
CPU : AMD Athlon QuadCore II X4 645
GPU : NVIDIA GTX 550 TI
RAM : 8 GB

You're going to struggle in demanding games with an athlon no matter how you configure Dolphin. You should just be using the settings for best speed described in the official 'settings for best speed' thread, which I currently can't find.
The good news is that that GPU is enough for 3-4x IR or better, so you can at least enjoy pretty graphics.

i've realised that my CPU isn't so good , or at least need a change in order to run demanding games ( not just the games of GC and Wii) , so i'm going to try to change my cpu ... but now the problem is that i don't know if choose intel or amd , which one do you recommend me? , i know , I7 would be the best one , but i want to have some more options hehe

Intel generally is better for gaming, notably either a Core i3 or a Core i5 (much like the one I have now). People will probably say AMD, but Intel has better stability and better thermal dissipation overall. I have used Intel since 2003, never had a single issue with them failing or overheating on me
The Intel Core i5 3570 (the one I have now) is pretty dang potent for the job.
The current cheapest CPU that can do any playable game is the i5 4670K (albeit overclocked, as nothing can do this at stock clocks). A 4770K may be 0.5% faster, due to extra cache, but unless you're doing something which benefits from hyperthreading, this definitely isn't worth the extra £100/$150.

A core i5 3570 is definitely very affordable and can run many Gamecube games at full speed.
Don't listen to nintendo_nerd (no offense
). Get a "k" version CPU, because you'll need to overclock it for some games. Get an i5 3570k or i5 4670k if you can. Haswell is better than Ivy, but a bit more expensive and hotter.
A) I said it's the best choice if it needs to be able to play all playable games, not that it's the best CPU if you don't have any interest in playing games that aren't too demanding. If he doesn't want to play these demanding games, I never said he should buy the 4670K anyway.
B) The price difference between Haswell and Ivy is way less than the clock for clock performance, and by the time they're both overclocked as high as they'll go on any given cooling system, the Haswell part still has a higher percentage performance advantage than percentage cost disadvantage.
C) Due to the fact that it's getting more accurate over time, Dolphin is also getting more demanding. A CPU which is more than adequate now may well not be enough in a year. For this reason, it's better to get a CPU with some extra headroom.
i5 4670K + MSI motherboard + Hyper 212 EVO and Arctic Silver. Overclock and enjoy.
Arctic Thermal MX-4 is supposed to be better.
Also, with a 4670K, any Z87 board will overclock as high as any pother, as the voltage regulator is now a part of the CPU. This means that the only advantages of more expensive boards are better soundcards, more PCIe slots etc.
