Current 64-bit build isn't working on Windows XP. If 32-bit is dropped, it means Windows XP support is removed.
Windows XP 64 is an abomination that nobody wants to have to support (which is why Dolphin hasn't supported it for years). Basic functions like InterlockedExchange64 are only supported with >= Vista.
Microsoft is ending XP support on April 2014, it's safe to say that at this point Dolphin won't be supporting XP anymore either.
