The most aggressive power saving features are disabled by default on desktops. When running a demanding application like dolphin the clock rate should not drop unless the cpu overheats. Overheating will also prevent it from using turboboost which might be happening to the OPs system.

I used to like the CoreTemp was the processor.
I keep the system always clean, but today the temperature was very high in Brazil.
Normally not exceed 60 ° C.

It may me irrelevant, but I found that using gameconfig files from 3.0 in 3.5 dolphin will slow down some if not all games, when I used the gameconfig files from 3.5 for dolphin 3.5 the speed issue went away.

That's not weird at all. They override the global settings and your settings have a huge impact on performance.
