My specs:
Operating System: Windows 8 64-Bit
Processor/CPU: AMD FX-8150
Video Card/GPU: ATI AMD Radeon HD 7900 Series (XFX Pine Group)
Memory/RAM: 16GB DDR3
Dolphin Revision Currently Using: 3.5 x64-bit



We've been at this all day and practically have given up but I really want this to work so I'm here posting about it hoping someone has a solid answer for us that will allow us to play with next to no problems. We have tried many ways and played with the setting A LOT and still came up with nothing. Please, does anyone have a solid solution for us to play this game through Netplay with next to no issues?
Use the latest revisions of Dolphin. Netplay has improved significantly from what I've heard since 3.5. You can get them here: https://dolphin-emu.org/download/

Dolphin 3.5-2312 is tested and proven it's good for this game?
I dunno if anyone's used that revisions specifically, but yes, the newest revisions of Dolphin do much better with netplay than 3.5. Try it for yourself; I'm sure you'll be pleasantly surprised. If not, come back here and we'll try to sort things out for you.
We had been keeping up with the netplay improvements since 3.5, but there are so many we lost track. 20-30?
Make sure to follow this thing, too. Follow it closely, I don't want you coming back here and complaining about more desyncs when you're just using different memcards or something. https://dolphin-emu.org/docs/guides/netplay-guide/

Also, keep in mind that dual-core will inherently cause occasional desyncs. Usually after a round or two, I hear. I won't force you to use single-core or anything, though, it'd perform shittily on your CPU. (AMD's single-threaded performance is awful right now, and Dolphin does not like awful single-threaded performance. An i5-3570K or 4670K is ideal for Dolphin. Overclocking *heavily* is a fine idea too.)
Basically, if you use 3.5, it's not going to work. If you use newer revisions, it will. If you want to play Melee consistently, I have a special INI file with useful netplay cheats on it.

Basically, using that, you won't need to use memory cards. That plus the latest dolphin versions will work well; you just need to remember to enable cheats once the file is in the proper location (user/gameconfigs within your dolphin directory.) Both people will need the cheatcodes enabled if you go this route.
