I've already made my choice, I'm going to get a 4670k a good CPU cooler and get some new DDR3-1600 RAM. I'm still not sure if I'll get a new GPU or not. I do play some PC games, Team Fortress 2, World of Warcraft, Skyrim, and Minecraft. None of those games are very demanding, so I think I might wait awhile for a new GPU.

If you choose a GPU for Dolphin , either GTX 650 or GTX 650 Ti Boost is fine
GTX 650TI is just gay , it has the same amount of memory bandwidth as GTX 650 . GTX 650Ti can handle AA better than GTX 650
PC game : GTX 650 < GTX 650TI < GTX 650Ti Boost
Edit : Oops , I thought you were going to buy GTX 650TI .
GTX 760 performance is somewhere between GTX 660Ti and GTX 670
GTX 700 has the same architecture as GTX 600 series (Kepler)
If you wait for next gen GTX 800 series (Maxwell) next year , it will be much better choice
