Why are you using XAudio instead of DirectSound? Also, you could try DX9 backend.
XAudio2 is better afaik

I tried using Dsound and everything else that was there but it still didn't work...

For this game it doesn't really matter
how about increasing the latency?
That is OpenAL only
Can you run this game full-speed (I see you're using 3.5-19XX and not the old build mentioned in your profile)?
If not then this is why the sound is "lagging"

Yes, I just changed it because I was advised to do so. Full speed? You mean that at the end of the border of my game's window it should say 100%...? It says something like 45% usually.

Then here is the problem.
With recent builds (the one you're using) you need to run games full-speed to get the sound to work properly. If you can't run games full-speed then the sound will stutter.
Recent builds are more demanding. With your CPU you won't be able to run full-speed some games that you used to with old builds
