Just because it has two fans doesn't mean it will generate more noise. I don't know where you got that idea from. The quality of the fan, size, how it's mounted, and rotation speed are the biggest factors in noise level.
I would strongly recommend the 650 TI boost or 660 over the regular 650 TI. It's dramatically faster for a tiny increase in cost.
Ah, I see! So would the 660 be quieter (the cards I'm looking at are all gigabyte)?

Well, on the off-chance the 650ti is quiet enough, would it be sufficient for my needs, i.e. 2x internal relation without AA or AF?

Sod it, I bought the GTX660. Presumably this will allow me to play with a few of the fancier settings. If noise becomes an issue I'll look into alternate cooling solutions!
